Dissecting Violence

If we are going to employ education of children as a prime key to curtail violence in society, how should we going to proceed?

What is the course of actions that we need to take? (e.g. What do we need, how are we going to secure the resources, how do we check if we are going on the right track, how do we best employ the strategy?)
